Compliance Resources is a consulting company located in Casper, Wyoming. We provide safety and regulatory compliance services and instruction, testing, and hands-on evaluation to meet requirements of Operator Qualification (OQ) in the pipeline industry.
We are a local and comprehensive training facility.
Customers can accomplish all three components of Operator Qualification (instruction, written tests, and performance evaluations) in Central Wyoming. Simply call us to schedule your employees or contractors and have them make the short drive to downtown Casper. If you prefer, our evaluators are also able to travel to your location.
We perform hands-on evaluations with real equipment.
When personnel come to Compliance Resources for OQ, they are evaluated with actual pipeline equipment and use the same tools and techniques as they will on the work site.

We offer OQ instruction and evaluation for the top four data providers.
Pipeline owner/operators require contractors to have OQ from specific data providers. Compliance Resources is an accredited provider for NCCER, Veriforce, Energy Worldnet, and OQSG. We are your one-stop shop so that personnel can qualify on tasks from just one provider, or personnel may qualify for tasks from all four providers during the same visit. That gives customers the flexibility to make the most efficient use of their time.
We offer safety training and consulting services.
For customers in the pipeline industry, we specialize in the SafeLand/PEC Learn “Basic Pipeline” one-day safety orientation class. If a different topic is appropriate, we can provide certification for the “H2S Clear for Energy” four-hour course, other SafeLand/PEC Learn courses, and other training as requested. Consulting services are also available if you need assistance with third-party account management or other compliance-related tasks.

Emily Farley: Owner, Safety Consultant, NCCER & Energy Worldnet Master Trainer, OQ Evaluator & Proctor, PEC/Veriforce Trainer
Emily has over 20 years of experience in the pipeline industry. At the start of her career, Emily worked as an EHS Specialist for Express and Platte Pipelines. She then opened Compliance Resources, which she has operated for 17 years. During her career she has held several different roles, including developing and presenting trainings, ensuring safety and regulatory compliance, and managing pipeline construction safety.
Mike Cook: OQ Proctor & Evaluator
Mike is a Casper native who has worked in the oil field and pipeline industry for over 40 years. He started his career as a contract welder building new drilling rigs and then transitioned to construction and maintenance of pipelines. Mike then became a company welder for Amoco/BP and was promoted to construction team leader where he planned and coordinated work in Wyoming, Utah, Colorado, and Kansas. After the sale of Amoco/BP, Mike worked as a welding and project inspector for new construction and repair projects for pipelines from Salt Lake City to Chicago.
Gregg James: OQ Proctor & Evaluator
Gregg has more than 45 years of experience in the pipeline industry. He worked for Amoco/BP for 35 years in various positions, including Control Room Operator, E&I Technician, and Corrosion Specialist. He also gained valuable experience and was exposed to pipeline operations, maintenance, and construction. Gregg then worked for Plains Pipeline and SilverCreek Midstream for 10 years as a Construction manager where he managed multiple construction and maintenance projects. Greg has previously held NACE certifications as a Coating Inspector and a Corrosion Technologist.
Rob Vondra: OQ Proctor & Evaluator
Rob is a Casper native who has 47 years of experience. He started his career as a mechanic for an oilfield service and supply company where he serviced engines, compressors, and pumps, and eventually became the owner. After selling the company, he worked for Amoco as a mechanic and specialized in centrifugal pumps and gas compressors. Rob then transitioned to the pipeline industry and worked for 30 years on oil and gas pipelines in all aspects of mechanical and operations, and cross-trained in E&I. His expertise includes rotating equipment, relief valves, block valves, flanges, tubing, and transmitters.
